PHMSA issued 40 pipeline safety notices in April, updating three major rule sections ahead of a January 2027 deadline

The US Pipeline and Hazardous Materials Safety Administration issued 40 notices on April 24 revising federal pipeline safety rules across Parts 191, 192 and 195. The changes take effect as direct final rules on January 1, 2027. A public comment period closed on June 23.
Several updates bring federal standards in line with existing industry practice. Corrosion assessments must now follow NACE SP0502 guidelines, while PVC cement used in pipeline construction must meet ASTM D2564 specifications. Operators already using these benchmarks should adjust with little difficulty. Others face a fixed deadline to close the gap before the new rules apply.
One change stands out for its simplicity. Annual reporting deadlines for gas pipelines will move to June 15, matching the date already used for hazardous liquid pipelines. Operators running both types of pipeline will now report under a single calendar instead of two.
Paul J. Roberti, PHMSA's administrator, described the package as an effort to ease compliance costs without weakening safety oversight. Publishing 40 notices at once suggests the Department of Transportation wanted a coordinated overhaul rather than a series of smaller fixes spread across several years.
The gap between publication and enforcement gives operators roughly eight months to review procedures and retrain staff. Lawyers at Van Ness Feldman noted that the scope of the rulemaking reflects an attempt to clarify pipeline safety standards in one comprehensive step, rather than through incremental amendments.
Whether the change delivers the intended reduction in administrative burden will depend on how consistently PHMSA enforces the aligned deadlines across gas and liquid pipeline operators. That answer will not be clear until well after the rules take hold in 2027.
