Gas pipeline operators lost a familiar shortcut on August 3, 2026. That's when PHMSA's final corrections to Parts 191, 192, and 195 took effect, killing electronic incident reporting nationwide. From now on, a phone call to the National Response Center is the only acceptable notice.

Angela Hill, a transportation specialist at PHMSA, helped shape the rule. It bundles years of scattered editorial and technical fixes into one cleanup, and the clarified language across all three parts should settle disputes that once tripped up compliance teams. Regulators describe the broader goal simply: tighter standards, fewer gray areas.

Losing the digital option closes a pathway operators leaned on for years. Voice is now the only channel that counts, which means companies need someone reachable by phone around the clock, ready to ring the NRC the moment something goes wrong. A slow scramble to find a phone during an active incident is no longer just embarrassing. It is a compliance risk.

That urgency lands hardest on compliance teams. Training manuals, emergency response plans, and escalation charts all need rewriting to reflect telephone-only reporting. Smaller operators, often running thin overnight coverage, will feel this shift more than the big players, even though the rule applies to everyone equally.

Bigger changes may still be coming. PHMSA has shown it prefers fast, narrow corrections over waiting years for one sweeping rewrite, and this rule fits that pattern. Companies that use this moment to audit their entire incident-reporting setup, not just the phone tree, will be better positioned when the next round of tweaks arrives.
